Deferral through the CNAAP from November 1: what will change for men
According to hvylya.net: Starting from November 1, 2025, the procedure for submitting documents for deferral from mobilization in Ukraine will change. Administrative service centers (CNAAPs) will accept applications and forward them to territorial recruitment centers (TRC), but the decision to grant a deferral will still be made by military enlistment offices. This was reported by the Ministry of Defense of Ukraine.
The ministry clarified that CNAAPs will perform the function of 'front offices' for those who cannot or do not want to submit documents online.
'CNAAP is a front office for accepting deferral documents for those who cannot or do not want to submit an application online,' the Ministry of Defense explained.
Work of CNAAPs regarding the submission of documents for deferral

CNAAPs do not make decisions regarding the provision of deferrals;

CNAAPs operate through the office on the Diia portal;

CNAAPs scan the applicant's documents and send them to the appropriate TRC.
It is impossible to submit paper documents to the military enlistment office without the help of CNAAP. 'In simple terms: do you have paper documents or use a button phone? Go to the nearest CNAAP. An employee will check the documents, scan them, and send them to the TRC where you are registered,' the Ministry of Defense noted.
Updates and recommendations for citizens
After sending the documents, the TRC commission must make a decision within seven days. The result can be seen in the electronic military account document (EMAD) in the Reserve+ application or on the Diia portal.
The Ministry also recommends citizens, if possible, to submit documents online to avoid creating queues at CNAAPs. 'All deferrals available in Reserve+ can be obtained through CNAAP, but we advise people not to overload the centers and to apply online,' the Ministry document states.
It has been reported that starting from November 1, 2025, the procedure for submitting documents for a deferral from mobilization in Ukraine will change. It is recommended to submit documents online to avoid queues and expedite the review process.
