2026 Wage Indexation Reset: Why Accumulated 2025 Adjustments Will Be Wiped Out
New Income Indexation Rules Take Effect in 2026
According to ХВИЛЯ: A new income indexation mechanism, introduced by the 2026 State Budget Law (No. 4695-IX), has come into force. This reform resets the system, wiping out all indexation accumulated during 2025 and temporarily halting payments. As a result, indexation will not be applied in the first quarter of 2026. These changes are part of a broader fiscal adjustment, coinciding with an increase in the national minimum wage.
Article 41 of the law mandates a complete reset of the indexation accrued in 2025. Consequently, workers did not receive indexation payments for December 2025 in January 2026. January 2026 now serves as the new baseline for calculating future adjustments.
Revised Indexation Calculation and Minimum Wage Increases
Starting fresh in January 2026, wage indexation will now only be applied when the cumulative consumer price index surpasses a threshold of 103%. This means the first opportunity for workers to receive an indexed salary will be in April 2026, and only if inflation data from February meets the required trigger point.
Simultaneously, the monthly minimum wage has been raised to UAH 8,647, up from UAH 8,000. The hourly minimum wage has also increased to UAH 52 from UAH 48. After standard tax deductions, the net minimum wage amounts to UAH 6,658.
The new procedure for calculating indexation will follow this timeline:
- January establishes the new baseline reference point;
- February begins the accumulation of the index;
- March sees the official publication of February's inflation data;
- April presents the first potential payout of indexed wages, provided February's inflation reached the 103% threshold.
These reforms to income indexation and the minimum wage hike reflect government efforts to improve social security amidst rising prices. While the new system aims to more accurately align incomes with economic shifts, the transitional reset may pose short-term challenges for workers awaiting adjustments.
