Ombudsman Demands Accountability for Mobilization of Unfit Soldier
Calls for Official Responsibility
According to Главком: Ukraine's Parliamentary Commissioner for Human Rights, Dmytro Lubinets, is demanding that officials who authorized the mobilization of a medically unfit individual be held accountable. The mobilized soldier, Bohdan Koshel, had a documented mental disorder yet was cleared for service by a military medical commission. After receiving a weapon and being sent for training, he shot and killed two instructors during a live-fire exercise and wounded a third. This incident highlights ongoing concerns about the integrity of military health assessments in Ukraine's mobilization system.
The tragedy occurred in July 2025 at a training center in Chernihiv region. The direct perpetrator has already been sentenced: Bohdan Koshel received a life sentence for murdering two servicemen and attempting to kill a third. Lubinets stated that the deaths of two soldiers is a tragedy demanding a thorough, honest, and impartial investigation.
Systemic Flaws in Mobilization
Lubinets emphasized that this fatal event is not just a verdict on one individual but a stark warning about systemic failures in the mobilization process that the state can no longer ignore. In his statement, he declared:
“I insist on opening criminal proceedings against everyone whose actions or inaction contributed to this horrific crime.” - Dmytro Lubinets
He has submitted appeals to the Prosecutor General's Office, law enforcement agencies, and the command of the Ukrainian Ground Forces demanding a response to the situation.
- The case exposes serious deficiencies in the military-medical evaluation of conscripts.
- It underscores potential critical safety risks during training and service.
- Lubinets' demands for investigation serve as a reminder of the urgent need for reforms in the mobilization system.
Opening criminal proceedings could be the first step toward eliminating the systemic issues that lead to loss of life during military duty.
The recent tragedy involving the mobilization of an unfit soldier has drawn attention to broader issues within the military recruitment system. This incident echoes another concerning case where a student violently attacked a military recruitment officer in Lviv, raising questions about the overall safety and integrity of military processes in Ukraine. Such events highlight the urgent need for reforms to prevent future occurrences.
