Revisions to Automatic Mobilization Deferrals for Ukrainian Educators
According to ХВИЛЯ: Ukrainian state agencies are refining the mechanism for granting automatic deferments from mobilization, which operates through synchronization between the Unified State Electronic Database on Education (EDEBO) and the Oberih military registry. Starting March 16, 2026, a specific category of educators risks losing their automatic deferment if their data is not updated and verified in EDEBO.
Administrators of educational institutions are required to verify and confirm their employees' information in EDEBO using a qualified electronic signature (QES) by March 16. This process is part of Ukraine's ongoing efforts to modernize its administrative systems during the national defense effort. The deferment applies to:
- Scientific and research-pedagogical staff of higher education institutions;
- Institutions of professional pre-higher education;
- Pedagogical staff of professional and general secondary education institutions.
A critical condition is that employment at these specified educational institutions must be the primary job, with a workload of no less than 0.75 of a full-time position.
Oleksiy Mendrukh, a representative of the responsible agency, stated: 'People are not losing the right to a deferment itself, but they will lose an already granted deferment if the registry interaction process fails.'
Forms and detailed instructions for entering information into the new EDEBO modules have already been sent to the heads of educational and scientific institutions. 'The critically important condition is that work at the specified educational institutions must be the primary place of employment with a workload of no less than 0.75 of a full-time position,' added Oleksiy Mendrukh.
Consequently, educators must ensure their data is updated in the system to avoid the risk of losing their mobilization deferment.
