Ukrainian Pensions Rise to an Average of 7,236 Hryvnias Following Indexation

According to Главком: Following a recent indexation, Ukraine's pension landscape has shifted significantly, with changes in average amounts, distribution, and regional disparities. The national average pension now stands at 7,236 hryvnias, marking a 14% increase from the previous year. However, nearly one in four pensioners still receives a monthly payment of around 3,500 hryvnias. The proportion of retirees receiving the lowest payments has decreased from 36% to 28%.
Payment Distribution and Regional Variations
The breakdown of pensioners by payment size is as follows:
- 28% receive up to 3,500 hryvnias
- 17% receive between 4,000 and 5,000 hryvnias
- 36% receive between 5,000 and 10,000 hryvnias
- 19% receive over 10,000 hryvnias
The largest group, those receiving 5,000 to 10,000 hryvnias, comprises 3.66 million people, with an average payment of 6,686 hryvnias. Meanwhile, 1.86 million pensioners receive over 10,000 hryvnias, a share that has grown from 15% a year ago; their average payment reaches 16,500 hryvnias. These figures highlight the ongoing economic challenges in Ukraine, where pension adjustments are a critical social policy issue.
Regional differences are pronounced. Kyiv records the highest average pension at 9,864 hryvnias, while Ternopil Oblast has the lowest at 5,612 hryvnias. Only eight regions meet or exceed the national average. The most substantial annual increases were seen in Rivne Oblast (+22%) and Zhytomyr Oblast (+20%). In total, Ukraine has 10.05 million pensioners, of whom 2.8 million continue to work, receiving an average pension of about 7,900 hryvnias per month.
From January to March 2026, the total number of pensioners decreased by 116,000. A scheduled recalculation of pensions for working retirees took effect on April 1, 2026, which may influence future statistics.
These statistical shifts indicate a gradual improvement in the financial standing of Ukrainian pensioners, largely due to indexation. Despite the overall rise in the average pension, a significant portion of retirees continue to receive low payments. The gap in average pensions between regions further underscores persistent social and economic disparities across the country, an area requiring continued government focus.
As the pension adjustments take effect, it's important to note the recent trends in pension increases in Ukraine earlier this year, which saw the average payment rise to 7,000 hryvnias in March. This context underscores the ongoing evolution of the pension system and the varying impacts on different demographics across the country.
