Remote Identification for Deaf and Hard of Hearing Individuals

According to ХВИЛЯ: The Ukrainian Pension Fund (PFRU) has introduced remote identity verification methods for people who are deaf or have speech impairments. This initiative means these individuals no longer need to travel to a Pension Fund service center to confirm their identity. This move aligns with broader digitalization efforts in Ukraine's public services. The law provides for two remote identification options: using the Diia.Pidpys (Diia.Signature) qualified electronic signature or via a video conference call with a local Pension Fund office.

Available Remote Identification Options

The first option involves using the qualified electronic signature, Diia.Pidpys, which can be obtained through the Diia mobile application. With this signature, a person can complete identification within their personal account on the PFRU web portal. The second option is the ability to use a video conference call with Pension Fund staff. An appointment for a video conference can be scheduled through the PFRU web portal or by contacting the Contact Center.

When applying for a video conference, it is necessary to select the type of service required, specifically, a sign language interpreter. If a pensioner requires the accompaniment of a personal assistant, this should also be noted in the application. In the 'Service Type' field, one can choose physical accompaniment or a sign language interpreter. An assistant to a deaf or hard of hearing person can submit the application through the PFRU Contact Center. In such a case, the operator will enter information about the need for an interpreter or physical accompaniment into the application.

This step by the Ukrainian Pension Fund represents a significant move toward ensuring service accessibility for people with disabilities, enhancing their independence and simplifying the process of obtaining necessary services. The use of modern technologies, such as electronic signatures and video calls, helps reduce the barriers faced by individuals with hearing and speech impairments and facilitates their interaction with government institutions.
