Pensions in Ukraine Increased by Only 27 Hryvnias: Why Payments Lag Behind Inflation

In the third quarter of 2025, pensions in Ukraine increased slightly - only by 26.6 hryvnias, reaching 6436.8 hryvnias. However, this growth does not correspond to the inflation rate. Over the year, inflation reached almost 12%, and in the first nine months, it exceeded 13%, which means that pensions lag behind the rise in prices for goods and services.

“The situation is particularly critical for most retirees: more than half of them receive less than five thousand hryvnias per month, while the subsistence minimum for non-working citizens is around seven thousand hryvnias. People are faced with a difficult choice between essential expenses.”

Experts consider it necessary to reform the pension calculation system. They propose recalculating pensions based on the income of the last year and taking into account the inflation rate to restore the real value of payments. In the budget for next year, the minimum pension is planned to be raised by only 234 hryvnias, however, specialists believe that the minimum pension needs to be raised to about four and a half thousand hryvnias.

In the third quarter of 2025, the level of Ukrainian pensions increased, but this does not compensate for the rise in prices. Many retirees receive an amount that is no longer enough to cover even minimum needs, and experts are calling for reforms in the pension system.
