South Korea and Ukraine Strike Deal on Transfer of North Korean Prisoners

Transfer of prisoners from North Korea to Ukraine
Південна Корея та Україна уклали угоду про передачу ув'язнених з Північної Кореї.

Diplomatic Talks Underway for POW Repatriation

According to Главком: South Korean Foreign Minister Cho Hyun announced that negotiations with Ukraine are being prepared regarding the handover of two prisoners of war currently held in North Korea. A meeting to address this issue is scheduled for June 30. During a press conference at the government complex in Seoul on June 22, Cho Hyun revealed that a preliminary agreement had been reached between South Korea and Ukraine.

It is important to note that the repatriation of prisoners of war will be carried out in accordance with their personal wishes.

“Repatriation is conducted based on the free will of each prisoner of war. We are doing everything possible to announce the outcome during this visit, although we cannot yet guarantee that it will be feasible,” Cho Hyun stated.

Public Concerns and Potential Economic Collaboration

Public sentiment in South Korea reflects anxiety over the safety of the detainees. Activists cite a key provision of the Republic of Korea’s Constitution, which legally classifies North Korean residents as citizens of South Korea. North Korean leader Kim Jong Un has voiced support for his troops, calling them 'heroes and patriots' and emphasizing their willingness to choose death over captivity.

Preparations for the meeting are actively underway, with both sides hopeful for further progress on this critical issue. As of February 2026, North Korean forces continue to participate in attacks on Ukrainian border communities from the Kursk region. Additionally, South Korean tech giants such as:

  • Samsung
  • LG
  • Hyundai
  • KIND

may join projects to rebuild Ukraine’s infrastructure, signaling potential future economic cooperation between the two nations.

This development underscores the complexity and significance of the POW repatriation issue while highlighting growing diplomatic engagement between South Korea and Ukraine. The upcoming talks could represent a major step in strengthening bilateral relations, especially amid the current tense regional situation. Economic collaboration, particularly in rebuilding Ukraine’s infrastructure, may become a cornerstone of future bilateral ties.

As negotiations progress for the repatriation of prisoners of war, it is essential to consider the broader context of similar developments. Recently, Russia has also announced plans for a prisoner exchange with Ukraine, highlighting the ongoing complexities surrounding POW issues in the region. This parallel underscores the importance of diplomatic efforts in resolving such humanitarian concerns amidst geopolitical tensions.
