According to Главком: Serhiy Sukhomlyn, head of the Agency for Restoration, has stated that introducing toll roads in Ukraine after the war is inevitable due to insufficient international funding. He noted that various payment models are under consideration, including vignette systems and distance-based tolls. The country plans to build its first toll highway, a significant step in developing its road infrastructure. This move reflects a broader European trend where user fees help maintain and modernize critical transport networks.

Sukhomlyn explained that the most common model is tolling, a direct fee for road use. Ukraine, like other nations, must determine the right system. For instance, Hungary and Moldova use a vignette system, where drivers purchase a permit to use roads for a set period like a week or month. In contrast, Italy employs distance-based toll collection points on its autostrada.

Planning the First Toll Highway

The Ukrainian government plans to construct the first toll highway from Kovel to the 'Yahodyn-Dorohusk' checkpoint on the Polish border. This will be a major step in addressing road surface issues. Currently, the M05 'Kyiv-Odesa' highway is in critical condition, with potholes reaching 30 centimeters deep in some sections. This route passes through the Odesa, Kirovohrad, Cherkasy, and Kyiv regions, highlighting its importance for the national transport system. The poor state of this key corridor underscores the urgent need for sustainable funding.

'Put simply, if the Kyiv-Zhytomyr road is brought to a proper standard-with a smooth surface, fast and safe travel-then the driver understands what they are paying for. But if there is a problematic section further on, which has been unfinished for years and is in an emergency state, then no fee should be charged for it.
