Driving License Exam Scam Uncovered by Police

According to Главком: Police have dismantled a fraudulent scheme for passing driving exams in the Chernivtsi and Khmelnytskyi regions of Ukraine. The criminals used miniature cameras and earpieces, concealing the technology within modified clothing. Four members of this criminal group have already been served with suspicion notices. During searches, law enforcement officers seized the equipment, 18 sets of specialized clothing, money, and other evidence.

Methods of the Fraud

One of the suspects sought out clients through personal contacts. He offered full support during the theoretical test at a territorial service center (TSC) to individuals unable to pass it on their own. Clients were guaranteed success, paying a fee of $1,500 USD for the service, which was then passed to the organizer for further distribution.

During the exam, a live video feed was transmitted to a fourth suspect located outside the testing room. Upon seeing the test questions, this person quickly identified the correct answers and relayed them to the clients via the hidden communication devices. The scheme operated in several regions, indicating its organized and systematic nature.

Police detained the criminal group, and four suspects have been charged under Part 2 of Article 359 of the Criminal Code of Ukraine, which carries a potential prison sentence of four to seven years. The investigation is ongoing to clarify all circumstances of the case and the possible involvement of other individuals in this fraudulent activity.

The exposure of this scam highlights serious vulnerabilities in Ukraine's driver's license examination system. Such cases can undermine public trust in state institutions and necessitate improvements in oversight and candidate vetting procedures. Police hope the investigation will help identify not only the organizers but also other potential participants in this criminal enterprise.
