According to ХВИЛЯ: Ukraine is moving to reintroduce compulsory technical inspections for all passenger cars as part of aligning its laws with European Union standards. Originally slated to begin in 2027, the rollout is now tied to the lifting of martial law. This shift underscores Kyiv's commitment to EU integration, even as wartime conditions delay implementation.

EU directives impose stricter vehicle requirements than current Ukrainian regulations. In EU countries, cars can be taken off the road for failing to meet environmental standards-such as excessive CO₂ emissions-rather than simply due to age. In contrast, Ukraine does not decommission vehicles based on age alone, provided they remain technically sound.

A key point: if a car fails inspection due to a defect, the driver will not receive a passing certificate. This means the vehicle must be repaired before it can be re-inspected.

Fines and Inspection Requirements

Olena Voronkova, a lawyer at Ivan Khomych Law Bureau, emphasized that European inspections are thorough, not perfunctory:

“if the car fails due to a fault, the driver simply won’t get the relevant certificate.”

Currently, fines for lacking an inspection certificate can reach about 1,360 hryvnias under Article 127-1 of the Code of Ukraine on Administrative Offenses. The same article also imposes a fine of roughly 1,700 hryvnias for issuing a certificate without an actual vehicle check.

According to available information, police on the road cannot immediately fine drivers for most technical defects-only obvious ones like missing marker lights, faulty headlights, or broken mirrors. However, a fine for lacking an inspection certificate is highly likely. Voronkova noted that “these amounts don’t seem sufficiently deterrent” and that “experience with other norms shows fines in Ukraine tend to increase.”

Lawmakers could pass the necessary resolutions in a week or two. A 2012 Cabinet of Ministers resolution (No. 137) already provides for photo and video recording of violations. Calls to revise technical inspection rules are gaining urgency, as legislative changes could significantly impact road safety in Ukraine.

Introducing mandatory inspections signals Ukraine’s drive to meet European road safety and environmental standards. It could also reshape the car market, as older models may fail to meet new requirements.
