The Pension Fund has started recalculating subsidies: who needs to apply

On October 1, the Pension Fund of Ukraine began calculating housing subsidies for the population for the heating season 2025-2026. The amount of assistance will be determined based on the duration of the heating period - from October 16 to April 15, according to the Cabinet of Ministers' resolution No. 848 from 1995.

For most households, the process will be automatic. The amount of the subsidy will also be automatically updated for those whose subsidy was 0.00 UAH in the summer. During the calculation, incomes for the first and second quarters of 2025 will be taken into account, and for pensioners - the amount of the pension accrued for August.

Recalculation and submission of documents

At the same time, not all citizens will have the recalculation without applications. Those who plan to receive a subsidy for the first time, as well as those who have had changes in the composition of the family, registered persons, or the list of housing and communal services, need to submit an application. Additionally, those who were denied assistance during the non-heating period due to debts, if they have already been paid off, restructured, or the case is in court, must also apply.

To assign a subsidy, an application and a declaration must be submitted in the established forms. In certain cases, additional documents may be required - a rental agreement, a copy of the debt restructuring agreement, or a certificate of a internally displaced person.
