Ukrainian Anti-Corruption Agencies File Case Over Inflated Humanitarian Food Purchases

Former Officials from Agriculture and Economy Ministries Face Charges

According to САП: Ukraine's Specialized Anti-Corruption Prosecutor's Office (SAPO) and the National Anti-Corruption Bureau of Ukraine (NABU) have submitted a case to court against a former First Deputy Minister of Agrarian Policy and Food, who also served as a Deputy Minister of Economy, and a former Deputy Minister of Economy. The officials are accused of abuse of power during food procurement for humanitarian aid between March and August 2022. Their actions allegedly caused losses exceeding 63 million hryvnias to the state railway company, Ukrzaliznytsia. This case highlights the immense pressure on Ukraine's supply chains and state resources during the first months of the full-scale invasion.

Key Episodes in the Case

According to the case materials, the first episode concerns food procurement for regional military administrations. These purchases were made with Ukrzaliznytsia's funds from a controlled company at prices two to three times higher than market rates. The products were bought through a Polish intermediary firm, resulting in losses of 28.8 million hryvnias (including VAT).

The second episode relates to procuring goods for state needs through an intermediary firm from Turkey. In this instance, price inflation was also recorded at the stage of sale between companies. The Deputy Minister of Economy is accused of facilitating these actions, leading to total losses of over 35 million hryvnias for the second episode.

Thus, the total losses inflicted on Ukrzaliznytsia by the accused officials' actions exceed 63.8 million hryvnias. A criminal case has been initiated based on these facts under Part 2 of Article 364 of the Criminal Code of Ukraine.

This case reflects serious systemic issues in public procurement and resource management during critical humanitarian situations in Ukraine.
