Kyiv's Heating Utility Accuses Security Service of Crippling Its Work with Raids Following Missile Strike

According to Главком: The Security Service of Ukraine (SBU) has been conducting searches at the municipal enterprise Kyivteploenergo for two days now. These raids were initiated following a combined missile and drone attack on the night of February 12. The utility has accused law enforcement of paralyzing its operations at a critical moment, as the searches began in the morning immediately after the assault, just as the company was assessing strike damage and mobilizing personnel to repair energy facilities.
The searches at Kyivteploenergo were authorized by an investigative judge's ruling. As part of the investigation, the head of the company's estimating department has been notified of suspicion of official negligence. According to law enforcement, this negligence led to an overpayment of more than 910,000 hryvnias from the Kyiv city budget. The overpayment occurred during asphalt restoration work in the Troieshchyna district at sites where heating mains were being repaired.
Impact of Raids on Company Operations
Since the start of the full-scale invasion, 103 procedural actions have been carried out at the enterprise, and law enforcement has sent 188 requests for documentation and materials. The Kyiv City State Administration notes that such actions by law enforcement significantly complicate the company's work under conditions requiring urgent responses to the consequences of attacks.
The raids on Kyivteploenergo occur against the backdrop of Russia's ongoing military aggression, which continues to threaten Ukraine's energy infrastructure. This situation highlights the difficult balance between necessary anti-corruption measures and maintaining vital public services during wartime. Impeding the utility's work during such critical challenges could negatively impact the restoration of energy supply and the mitigation of attack damage, underscoring the importance of coordination between law enforcement and municipal services.
