U.S. Pushes for Abu Dhabi Talks, Seeking a Potential Energy Truce
Three-Way Talks Proposed for Abu Dhabi
According to ХВИЛЯ: The United States is urging three-way negotiations between Ukraine, Russia, and the U.S., which could take place in Abu Dhabi later this week. According to the Financial Times, a key element of the discussions may be a limited energy ceasefire. American officials are promoting the idea of a meeting between negotiators in the capital of the United Arab Emirates on Friday and Saturday.
Ukrainian President Volodymyr Zelenskyy supports holding such a meeting at a technical level. U.S. Special Representative Steve Witkoff and Jared Kushner plan to discuss the proposal with Russian President Vladimir Putin in Moscow on Thursday before traveling directly to Abu Dhabi. A separate track of the talks is considering the possibility of a limited cessation of hostilities.
A Potential Limited Energy Ceasefire
Under one proposal being discussed, Moscow could halt strikes on Ukrainian energy infrastructure in exchange for Ukraine stopping attacks on Russian oil refineries and 'shadow fleet' tankers. However, negotiations with Russia on this issue are not at an advanced stage, and the Ukrainian presidential office clarified that the trilateral meeting has not been finally confirmed. The parties are awaiting a response from Russia, which has so far only signaled a willingness for parallel talks through intermediaries.
“It is better than having no dialogue at all. The Russians must be ready for compromises because, you know, everyone must be ready, not just Ukraine.”
Volodymyr Zelenskyy
These talks could represent a significant step in efforts to reduce tensions between Ukraine and Russia, particularly amid ongoing military action and energy insecurity. A limited energy truce, if achieved, could improve conditions for civilians suffering from the conflict's consequences. However, given the history of difficult negotiations, the outcome remains uncertain. The international community is closely watching for Russia's response to this proposed initiative, which comes at a critical juncture in the war.
