Ukraine Implements Mandatory 'White List' for Starlink Terminals
Starlink Terminal Verification in Ukraine
According to ХВИЛЯ: Ukraine has introduced a mandatory verification system for Starlink terminals, creating a new 'white list' of authorized devices. The Ministry of Defense announced that any unregistered terminals will be disconnected from the service. This policy is a direct response to Russian forces' use of commercial terminals for drone operations. Soon, only registered and verified devices will be operational within Ukraine, while all others will be blocked. This move highlights how modern warfare increasingly involves the control of commercial satellite technology.
Verification Process and Technical Restrictions
Authorized terminals will also face new technical restrictions. The ministry stated they will only function in stationary mode and at reduced speeds while in motion. To verify their terminals, users will need two key codes:
- The KIT number, found on the shipping label of the box in the format KIT00000000;
- The UTID, which can be located via the Starlink mobile app.
To obtain the UTID, users must connect to the Starlink network, open the app, tap 'Menu', scroll down, and press the information icon 'i'. In the Starlink section, users will find either the Starlink ID or the Terminal ID. This verification drive follows earlier reports of Russian forces potentially using standard Starlink terminals.
The introduction of Starlink terminal verification marks a crucial step in protecting Ukraine's information security, as controlling these devices can significantly reduce the risks of their use for aggressive purposes.

These measures underscore the growing focus on the technological dimensions of modern military conflict and the necessity of preventing critical tools from being used by adversaries. In wartime conditions, securing reliable communication and controlling dual-use technologies is vital for national defense.
