October 2025: New Rules for Ukrainians in the EU, Changes in Pensions and Prices
Since the beginning of October, Ukrainians are preparing for a number of changes that will significantly affect their lives. It is worth being ready for a new procedure for crossing the border with the EU, fines for driver's licenses in Poland, monetary changes, and rising prices.
Fines in Poland for Driver's Licenses
From October 1, Ukrainians in Poland face a fine of 2000 zlotys for using Ukrainian driver's licenses. After 185 days of staying in the country, foreigners must exchange their national licenses for Polish ones.
An exception is made for Ukrainians with temporary protection (PESEL with 'UKR' status), who can use their Ukrainian licenses until their protection period expires.
Biometric System in the EU
From October 12, a new EES system will be implemented in the EU, which involves fingerprinting and facial scanning for crossing the border. Refusal to undergo the procedure will result in a ban on entry, and the data will be stored for three years.
Monetary Changes in Ukraine
From October 1, the National Bank of Ukraine will begin withdrawing 10-kopiyka coins from circulation. Banks will stop issuing these coins, and in their absence, amounts will be rounded according to new rules.
Support Programs
The 'Affordable Medicines' program is expanding by adding medications for breast cancer treatment. Existing funds in the 'School Package' program (5000 hryvnias) can now be spent on purchasing books until November 15.
Currency Predictions
According to expert Oleksandr Khmelovskyi, the dollar rate in October will fluctuate within 41.2-42.2 UAH, and the euro - 48.2-50.2 UAH.
Price Increases
Meat products have risen in price by 15.2-37.5% due to the war and the increase in feed prices. It is forecasted that prices will stabilize in October, but dairy products will continue to rise in price. Fruits and vegetables will also increase in price by 5-7% due to limited seasonal supply.
Moreover, do not forget to set the clocks back for winter time on October 26.
From October 2025, Ukrainians will encounter changes that will affect their lives both domestically and internationally. Among them are new rules for crossing the EU borders, fines in Poland, monetary changes, and rising prices in the country.
