According to hvylya.net: Ukrainian men who have received fines from territorial centers of recruitment and social support have only 15 days to pay off their debts. Delayed payment leads to serious financial consequences and blocking of bank accounts.

In 2025, the amounts of administrative fines from the TCC range from 17,000 to 25,500 hryvnias. The most common grounds for imposing them are absence from military registration, ignoring summons, failure to appear for a military medical commission, and untimely updating of registration data, reports lawyer of AB Roman Satsyuk Maria Hanina.

'First of all, there is only a blocking of cards. It is rare for the seizure of property to occur - for this, the debt amount must exceed 140 thousand hryvnias. In my practice, there have been no cases where property was seized for not paying the TCC fine,' notes Hanina.

The initial measure of forced recovery is the blocking of the debtor's bank accounts. After paying the fine, the enforcement proceedings are closed, and access to banking services is restored.

Consequences of not paying the fine

If a conscript does not pay the fine within 15 days, the case is automatically transferred to the enforcement service at the place of residence of the person. After that, the fine amount doubles, and enforcement proceedings are opened against the violator for the forced recovery of funds.

'The TCC often does not remove from the wanted list even after paying the fine. Although the Ministry of Defense announced the introduction of online payment for fines with further automatic removal from the wanted list, this system has not yet fully worked,' explains the lawyer.

According to the lawyer, after the debt is paid, it is advisable to send a written notification to your TCC and SP confirming payment and requesting to be removed from the wanted list. However, many TCCs require personal presence to resolve the issue.

Challenging the inaction of the TCC is possible through the administrative court, but in practice, this is a lengthy process. 'In Kyiv, for example, the courts are overloaded. They can only open proceedings after six months. During this time, either a new summons arrives, or a person is already mobilized - and the issue of being wanted becomes irrelevant,' concluded Hanina.

Ukrainian men should avoid delaying payment, as this can lead to serious financial problems and blocking of bank accounts. To avoid doubling the fine amount and enforcement proceedings, it is important to pay attention to timely payment and resolving issues with the relevant authorities.
