Hungary and Ukraine Strike Deal on Minority Rights
Agreement Reached Between Ukraine and Hungary
According to Главком: Ukraine and Hungary have come to terms on most issues concerning the rights of the Hungarian national minority. This announcement was made by Deputy Prime Minister Taras Kachka during a government Q&A session. The agreed-upon changes include:
- bilingual street name signs;
- use of national minority symbols;
- educational reforms in areas where the Hungarian minority is densely settled.
Specifically, plans call for adding Hungarian-language translations to street names, road signs, government building placards, and information boards. The use of minority symbols during commemorative events and cultural celebrations will also be expanded. On the education front, students will be allowed to speak Hungarian during school breaks.
'The measures outlined in the plan... regarding the possibility of bilingual street signs in their areas of residence, the use of national minority symbols during minority commemorative dates, and other items-will be implemented.' Taras Kachka
It is worth noting that Hungary's previous government, led by Viktor Orbán, had refused to compromise. However, the new Hungarian administration under Prime Minister Péter Magyar has pushed forward progress on resolving Hungarian minority rights issues. Agreements have been reached on 10 out of 11 points originally put forward by Budapest.
The remaining unresolved issue concerns the representation of national minorities in Ukraine's parliament, the Verkhovna Rada. Meanwhile, Hungary has agreed to unblock the allocation of €6.6 billion to Ukraine from the European Peace Facility, funds that could be used to strengthen Ukraine's air defense systems.
These agreements between Ukraine and Hungary mark a significant step in bilateral relations, especially regarding support for national minorities. Resolving Hungarian minority rights could serve as a foundation for further dialogue between the two countries and contribute to regional stability. At the same time, the question of minority representation in the Verkhovna Rada remains open and will require further discussion and consensus-building.
As Ukraine and Hungary move forward in strengthening their bilateral relations, the Hungarian Prime Minister has indicated a willingness to engage in discussions with President Zelensky next week. This potential meeting could further solidify the recent agreements on minority rights and address outstanding issues, particularly regarding minority representation in Ukraine's parliament.
