Diplomatic Progress Between Kyiv and Budapest

According to Главком: Ukraine and Hungary are on the verge of finalizing an agreement concerning the rights of the Hungarian minority, a move that would clear the way for Ukraine to begin European Union accession negotiations. Technical consultations between Kyiv and Budapest regarding the Hungarian community in Transcarpathia are nearly complete, resolving what has been the primary obstacle to launching the first negotiation cluster between Ukraine and the EU.

Since 2024, Budapest has blocked the start of the negotiation process after presenting Ukraine with a list of 11 demands. These demands focus on:

  • linguistic rights;
  • cultural rights;
  • educational rights for the Hungarian minority in Ukraine.

New Prime Minister Péter Magyar has maintained a similar stance on the matter, but Hungary is now willing to reconsider its position following the latest consultations between Kyiv and Budapest. This shift signals a potential thaw in bilateral relations that had previously stalled Ukraine's EU path.

Anticipated Launch of the First Negotiation Cluster

European diplomats expect the first negotiation cluster for Ukraine and Moldova to open on June 15 during an intergovernmental conference in Luxembourg. As Péter Magyar stated,

“negotiations will be completed within this week”

. German Chancellor Friedrich Merz also emphasized that

“disputes over Hungarian minority rights should not become an obstacle to Ukraine's progress toward EU membership”
