Procurement guidelines revised for road maintenance services

According to Главком: Ukraine's Ministry of Economy, Environment, and Agriculture has updated its official recommendations for procuring road maintenance services. These changes aim to improve contractor selection and curb unfair competition in the road sector. The revised guidelines were developed with input from international experts, World Bank representatives, government agencies, and business stakeholders.

The Federation of Employers of Ukraine (FEU) announced the updates to the Ministry of Economy's procurement recommendations. Previously, the lowest price-often achieved through dumping-was frequently the sole factor determining contract awards. This led to deteriorating road infrastructure, numerous contract cancellations or suspensions, and additional budget spending on emergency repairs. A critical consequence was the disruption of vital military logistics, including the movement of equipment, personnel, ammunition, and the evacuation of wounded soldiers.

New approach to procurement

International experts, World Bank officials, financial organizations, relevant ministries and agencies, the State Audit Service, the Antimonopoly Committee of Ukraine (AMCU), the FEU, civil society groups, and businesses all contributed to crafting the updated methodology. The revised recommendations incorporate international best practices, procurement standards of international financial institutions, and European approaches to road safety management and public procurement.

According to the FEU, key changes give contracting authorities greater flexibility in structuring lots without artificially lowering qualification requirements. They also establish clear criteria for evaluating participants' relevant experience, aligned with international norms, and harmonize financial capacity assessment methods with Ukrainian law and European standards. These adjustments are expected to improve work quality and the overall condition of Ukraine's road network.
