Securing funding for the upcoming heating season

According to Главком: Ukrainian Energy Minister Denys Shmyhal announced that €5.4 billion is required to prepare for the next heating season. He made this statement during a meeting of the Ukraine Energy Coordinating Group, also known as the Energy Ramstein format, which included participation from Prime Minister Yulia Svyrydenko. The primary goal is to safeguard Ukraine's energy system, a task demanding substantial financial resources.

Key areas of focus

Five main priorities have been outlined for heating season preparations. These include:

  • protecting energy infrastructure
  • accelerating the procurement of equipment and materials for repairs
  • expanding distributed generation capacity
  • conducting a large-scale repair campaign
  • building up natural gas reserves

Shmyhal stressed the importance of these steps to ensure stable energy supplies across Ukraine.

As part of international support, Ukraine's partners have announced a €100 million contribution to the Energy Support Fund. Additionally, parties have agreed to seek further financing for the Fund totaling €829 million. The Energy Minister also expressed gratitude to partner nations-including the United Kingdom, the European Union, Italy, Norway, Canada, Finland, Estonia, Latvia, Lithuania, Germany, Denmark, and France-for their contributions to Ukraine's energy resilience.

As part of winter preparation, Ukrainian specialists have inspected eight decommissioned thermal power plants located in Latvia, Lithuania, Slovakia, Austria, and Croatia. The strategic target is to restore 6 GW of generation capacity before the heating season begins.

The government has also announced an initiative to nearly halve procurement timelines for critical equipment through the Energy Support Fund, aiming to speed up the delivery of essential resources for infrastructure repairs. 'We have identified equipment that can be transferred to Ukraine, and now we are moving to the next stage-physical delivery and installation at damaged energy facilities,' Denys Shmyhal emphasized.

Securing international financial assistance is critically important for Ukraine amid the ongoing war and the rebuilding of its energy infrastructure. These efforts not only support energy supply stability but also strengthen partnerships with EU countries and other allies.
