Government Sets Tough Energy Deadline: 6 GW of Capacity Must Be Ready Before Winter
Oversight of Winter Energy System Preparations Intensifies
According to Главком: Ukrainian Energy Minister Denys Shmyhal has ordered stricter monitoring of the energy system's winter readiness, accelerated repairs, and enhanced protection for critical infrastructure. The primary goal is to restore 6 GW of capacity before the heating season begins. Of this total, 3.8 GW must come from thermal generation. So far, roughly 1 GW has already been brought back online.
Shmyhal stressed the need to establish a clear system for tracking work progress. Efforts to strengthen physical security are ongoing at generation facilities in the capital and at substations operated by NPC Ukrenergo. The minister has instructed officials to develop a work matrix for each site to monitor deadlines. He emphasized that safeguarding gas infrastructure is a fundamental priority.
“This issue is foundational because a stable gas supply is the basis for the operation of distributed generation, among other things.”

Collaboration with International Partners
Ukraine is also continuing to work with international partners on energy sector financing. A verification of expenditures from the Energy Support Fund has been completed to ensure that 'every hryvnia and every piece of equipment is used as efficiently as possible,' the minister stated.
During the meeting, energy workers were also recognized with state awards for their efforts amid Russian attacks. The government is launching a large-scale preparation of the energy system for the next heating season, a critical step in ensuring the stability of the country's energy sector.
Preparing Ukraine's energy system for winter is a vital task for maintaining stable and secure energy supplies. Restoring capacity and reinforcing infrastructure protection are direct responses to the challenges posed by the ongoing military conflict. Engaging international partners for funding also reflects Ukraine's commitment to efficient spending in the energy sector, which is essential for the stable functioning of the economy and social services.
As the government intensifies its efforts to prepare the energy system for winter, it is also crucial to consider the broader financial strategy underpinning these initiatives. For instance, the recent allocation of $7.1 billion for energy improvements and the introduction of new nuclear reactors highlight the significant investments being made to ensure a reliable energy supply.
