The government will allocate millions for scientific journals for the first time: who will receive the money
For the first time in history, the Cabinet of Ministers of Ukraine is financially supporting Ukrainian scientific publications. According to the Ministry of Education and Science, journals that are indexed in international databases Scopus and Web of Science Core Collection and meet the Q1-Q4 levels according to the SCImago Journal and Country Rank or Journal Citation Reports classification are eligible for inclusion in the competition.
Previously, only higher quartile journals (Q1-Q2) could participate, but the new resolution will open the possibility of obtaining support for nearly 200 Ukrainian scientific publications with international indexing, including electronic ones. Winners will receive up to 350 thousand UAH annually for two years, starting from 2026.
All participants are required to provide free publication of articles by Ukrainian authors in case of victory.
Until now, Ukrainian scientific publications did not receive state support, so editorial boards worked on a voluntary basis. This new measure is expected to help avoid problems and improve the quality of scientific publications in Ukraine.
Updates in the resolution
The resolution now allows repeated participation for publications that have already received support and equally admits electronic journals. More than 200 Ukrainian scientific publications are indexed in Scopus and Web of Science, but this is not enough for all Ukrainian scientists. State support will help to raise the level of scientific publications and strengthen the position of Ukrainian science in the global research space.
Ukrainian scientific publications will receive state financial support for meeting international standards and the opportunity to publish articles by Ukrainian authors for free in case of victory. This will contribute to improving the quality of scientific publications and increasing interest in scientific research in Ukraine.
