The Verkhovna Rada approved the law on the quality of connection: what will change for millions

Today, during a session of the Verkhovna Rada, the people's deputies voted for the adoption of draft law No. 12094. This law is aimed at improving the quality of mobile connection and ensuring Ukrainians have fast and stable internet in any part of the country. This was reported by

Draft law No. 12094, which was previously approved in the first reading, introduces significant changes necessary for Ukraine to transition to European standards for measuring internet quality (ETSI).

Main innovations of the law

  • Minimum speed: For the first time, a minimum data transmission speed will be officially defined as a quality indicator of mobile connection. Operators will be required to adhere to these standards.
  • Crowdsourced monitoring: A system is being introduced whereby users can help the regulator check network quality. Ukrainians will be able to use a special speed test on their smartphones.
  • Response to problems: Collected information about speed will be transmitted to the regulator (NCCC), allowing it to respond promptly to problematic situations.
  • Connection stability: According to the new rules, the connection will not be lost even in emergencies.
  • National roaming: Even after the state of war ends, national roaming will continue to operate in crisis situations.

Minister of Digital Transformation Mykhailo Fedorov previously emphasized that the law will ensure quality connection in both large cities and villages and along roads.

New industry security profile

As it is known, the Ministry of Defense has approved a new industry security profile that establishes minimum cybersecurity standards for all information systems in the ministry. This was reported by

By order No. 692/nm dated October 15, the industry security profile has been approved - a set of rules for protecting systems that process open, confidential, or official information. The document establishes minimum cybersecurity requirements for systems used in the Ministry of Defense, the Armed Forces of Ukraine, and the State Special Transport Service.

The Parliament of Ukraine approved a draft law aimed at improving the quality of mobile connection and internet in the country. The law establishes standards and innovations that will help Ukrainians access fast and reliable connection in any corner of the country. The Ministry of Defense also adopted new cybersecurity rules for information systems in the ministry to protect confidential information from cyber threats.
