The Diia app is a central part of Ukraine's digital transformation, aiming to streamline citizen-state interactions.

Primary Reasons for Registration Denials

A key obstacle for men remains military service registration. As experts note, if a person liable for military service has not updated their data or if their information is outdated, the registrar simply has no right to confirm a new address. Maintaining current data in the Oberih registry is critical, as without proper registration at a territorial recruitment center, access to the residence registration service is blocked. The situation can be rectified by updating one's status in the Reserve+ app or by visiting a recruitment center in person.

The second common reason for denial concerns real estate. Registering residence in a mortgaged property is only possible with an official permit from the creditor bank. Problems also arise in new buildings if a postal address has not yet been assigned or if the premises have not been legally transferred to the housing stock. Young people should be aware that they can independently apply for registration only from the age of 14. Furthermore, the application data for teenagers (14-18 years old) must clearly match the place of residence of their parents.

The registrar is obligated to provide a written or electronic justification with a specific reason for the refusal. An official denial is not a final verdict, but rather an indication of an error that requires correction.
