Military Registration Obligations for Displaced Ukrainians
According to ХВИЛЯ: Ukrainian citizens who have been internally displaced due to the war are still legally required to register for military service. However, this process cannot be completed remotely. Lawyer Yuriy Aivazian explains that even if information is available in the 'Reserve+' electronic app or through disability certificates, an in-person visit to a local Territorial Recruitment and Social Support Center (TRC) is mandatory. This requirement applies to anyone who has changed their place of residence.
Registration is a personal legal duty for every eligible citizen. Certain stages of the process demand physical presence, which creates a significant hurdle for those forced to flee their homes. Aivazian noted that a client who sought his advice had a permanent third-category disability, and this information was visible in the 'Reserve+' app. Despite this, the man was still obligated to appear at his local TRC within the legally prescribed timeframe.
The In-Person Requirement Remains Unchanged
Medical certificates and entries in electronic registries are not substitutes for personal registration.
"Unfortunately, this cannot be done remotely," emphasized Yuriy Aivazian.
He added that he saw no issue with personally visiting the TRC, as the individual in question had a formal deferment from mobilization. This legal framework means displaced persons must account for these logistical requirements when relocating. This policy persists despite the ongoing conflict and the challenges of mass displacement.
The situation underscores the continued importance of physical presence in Ukrainian administrative procedures, even when health status data is digitally available. For those who have lost their homes, this can pose a major obstacle, particularly for individuals with disabilities or limited mobility.
Such requirements can create additional burdens as people try to adapt to new living conditions. The obligation to travel to a TRC in person may present serious difficulties for those lacking the means or resources to make the journey.
