Age Requirements for Obtaining a Driver's License in Ukraine

According to ХВИЛЯ: Ukraine's Main Service Center of the Ministry of Internal Affairs has issued a reminder about the age-based criteria for obtaining a driver's license. The country enforces a tiered age system that determines eligibility for different vehicle categories. Specifically:

  • 16 years old - permits operation of mopeds and motorcycles in categories A1 and A;
  • 18 years old - grants access to passenger cars in category B and trucks up to 7.5 tons in category C;
  • 19 years old - required for driving vehicles with heavy trailers in categories BE and CE;
  • 21 years old - allows for driving buses and minibuses in categories D and D1.

New Standards for Senior Drivers

Starting in 2024, Ukraine is adopting European standards for drivers aged 65 and older. These older drivers will need to undergo mental health and attention focus tests when renewing their licenses. Additionally, authorities are considering limiting the validity of licenses for those over 70 to five years. Experts propose annual check-ups for individuals aged 75 and above, while drivers between 65 and 75 would face assessments every two years.

Violating these age restrictions carries a fine of 3,400 hryvnias. A similar penalty applies to 16-year-olds caught driving without proper documentation. If a child under 16 operates a vehicle, the responsibility falls on their parents. License applicants have the right to appeal exam results within 10 days and can request a video recording of their test within 30 days after completion.

Meanwhile, the European Union is experimenting with lowering the minimum age for truck drivers due to labor shortages. However, Ukraine currently has no official initiatives to reduce the age for obtaining driving licenses. It is worth noting that Ukrainian law does not impose an upper age limit for acquiring a driver's license.

The introduction of new standards for senior drivers underscores Ukraine's commitment to aligning with modern European road safety requirements.

Mental health and concentration tests could help reduce accident risks involving older drivers, a particularly pressing issue given the growing number of vehicles on the roads. This move also reflects a broader trend toward enhancing safety standards, as seen in other European countries.
