As of January 1, 2026, prices for biometric passports and residency permits have increased: new tariffs
Increase in the cost of processing biometric documents in Ukraine
As of January 1, 2026, the cost of processing biometric documents in Ukraine, including ID cards, foreign passports, as well as temporary and permanent residency permits, has risen. The State Migration Service of Ukraine has announced a price increase, which is the result of changes in the cost of blank forms for certain documents, approved by the State Printing House 'Ukraine.'
New tariffs for biometric documents
According to the new tariffs, the processing of a Ukrainian citizen passport in the form of an ID card for the first time remains free of charge. However, a non-urgent passport for a Ukrainian citizen (ID card) now costs 618 hryvnias, while an urgent one costs 988 hryvnias. The foreign passport has also increased in price:
- Processing within 20 business days now costs 1147 hryvnias;
- Urgent processing within 7 days will cost 1787 hryvnias.
Moreover, tariffs for residency permits have changed:
- A permanent residency permit costs 1235 hryvnias;
- A temporary residency permit costs 1140 hryvnias.
Citizens who paid the administrative fee by December 31, 2025, will receive documents at the old price. These changes affect a large number of Ukrainians who are planning to process or renew biometric documents in the near future.
The increase in the cost of processing biometric documents may impact the plans of many Ukrainians who need new passports or permits. The high cost of urgent processing, in particular, may become an obstacle for those who urgently plan trips abroad. The increase in tariffs also coincides with the general trend of rising prices for services in Ukraine, caused by various economic factors. In this context, it is important to monitor further changes in the state's policy regarding migration services and their impact on citizens.
