Bill on fines for violating the curfew

The initiator of the bill is the Prime Minister of Ukraine, Yulia Svyrydenko. The Committee of the Verkhovna Rada of Ukraine on law enforcement activities has been appointed as the main committee to process the bill, which was received for consideration on August 18.

The bill on administrative responsibility for violating the rules of martial law, including the curfew, has been submitted for consideration to the Verkhovna Rada of Ukraine. This was reported by 'Glavkom' referring to the parliament's website.

Main provisions of the bill

The bill provides for responsibility for violating the requirements of a special legal regime – martial law, which may be introduced in Ukraine or in certain regions. For example, for violating the curfew, citizens may receive a fine ranging from 50 to 100 non-taxable minimum incomes, which is from 850 to 1700 hryvnias. In case of repeated violation of this rule, the fine will amount to 100 to 200 non-taxable minimum incomes, i.e., from 1700 to 3400 hryvnias.

  • All these provisions do not apply to persons who are heading to/from shelters during civil protection activities.
  • Cases where medical assistance is provided to the injured or seriously ill are also excluded.
  • Administrative responsibility does not apply during the evacuation of the population or the rescue of property in cases of threat to the life or health of citizens.

The bill also grants the police the right to conduct administrative detention of offenders. The explanatory note to the bill indicates the need to amend the Code of Ukraine on administrative offenses to hold those guilty accountable. Previously, the government approved the project, but only the establishment of responsibility was discussed, without specifying the amounts of fines.

The Ukrainian Verkhovna Rada is considering a bill on administrative responsibility for violating the rules of martial law. The initiative provides for the introduction of fines for offenders, as well as granting the police the right to detain offenders. The bill aims to strengthen law and order during the possible introduction of martial law in the country.
