Ukraine Withdraws from CIS State Border Protection Agreement

According to Главком: President Volodymyr Zelenskyy has signed Decree No. 82/2026, initiating Ukraine's formal withdrawal from the Commonwealth of Independent States (CIS) agreement concerning the protection of state borders and maritime economic zones. This move represents a significant step in Ukraine's ongoing disengagement from post-Soviet political structures. The original agreement was signed in Kyiv on March 20, 1992. Ukraine's Ministry of Foreign Affairs has been instructed to formally notify the agreement's depository of this decision.

This is not the first instance of Ukraine exiting CIS frameworks. In 2024, the country withdrew from agreements on:

  • Cooperation in the technical modernization and renewal of railway rolling stock;
  • The principles and procedures for military transportation.

Furthermore, in May 2022, the Verkhovna Rada (Ukraine's parliament) adopted a resolution to withdraw from the agreement on the CIS Interparliamentary Assembly, a decision supported by 280 members of parliament.

A Shift in Ukraine's Political Trajectory

These successive withdrawals signal a deliberate and fundamental shift in Ukraine's political course regarding cooperation with CIS member states, reflecting the nation's contemporary challenges and strategic priorities.

The exit from the border protection agreement is part of a broader foreign policy strategy aimed at reorienting Ukraine's international partnerships. Amidst heightened geopolitical threats and evolving global relations, Ukraine continues to assert its sovereignty and bolster its security, including by limiting institutional ties with countries it views as incompatible with its national interests.
