The President of Ukraine Volodymyr Zelenskyy spoke at a closed meeting about why Kremlin representatives sent their negotiator Kyrylo Dmitriev to the USA. According to him, Russia fears new sanctions, 'tomahawks', and the use of frozen assets, and that's why they decided to send Dmitriev to the USA.

Zelenskyy also commented on Russia's reaction to international pressure and sanctions. He noted that each new step towards implementing sanctions and using frozen assets adds additional pressure on Russia aimed at ending the war.

'And after the imposition of sanctions, they send Dmitriev to the USA, Lavrov comes out, they all say that they supposedly are not afraid of 'tomahawks', they supposedly are not afraid of sanctions. […] In reality, they are afraid of all this. […] Europe politically says that we are ready to use frozen Russian assets, not just use earnings from taxes, but really the volume of funds that are in assets. This is all the right direction of pressure on Russia, so that they are ready to end the war, - sanctions, weapons, use of assets'

After the introduction of new US sanctions, President Putin urgently sent Dmitriev to the United States. The special representative from Russia claimed that there were attempts to undermine the Ukrainian dialogue with Americans and spread misinformation, without specifying the details of the negotiations.

Ukrainian President Volodymyr Zelenskyy revealed Russia's intentions regarding the use of its negotiators in the context of American sanctions, which is part of a larger campaign of international pressure on the Kremlin to end the war. Analyzing events through Russia's actions, clarifying sanctions, and the use of frozen assets, Zelenskyy emphasized the importance of Europe's and the USA's position in this situation.
