Washington Format Talks Held in Yerevan

According to Главком: Ukrainian President Volodymyr Zelenskyy convened a high-level meeting on the sidelines of the European Political Community summit in Yerevan, using the so-called 'Washington format' to coordinate support ahead of the coming winter. The discussions centered on bolstering Ukraine's defensive capabilities and energy infrastructure. The gathering brought together a broad coalition of top European officials, including:

  • Emmanuel Macron
  • Keir Starmer
  • Giorgia Meloni
  • Jonas Gahr Støre
  • Donald Tusk
  • Petteri Orpo
  • Mark Carney
  • António Costa
  • Ursula von der Leyen
  • Mark Rutte

A key focus of the session was strengthening Ukraine's air defense systems, ramping up European production of both systems and missiles, and advancing the PURL initiative. Leaders also explored ways for Europe to secure its own anti-ballistic capabilities. Zelenskyy expressed gratitude to Canada for its newly announced $200 million contribution to the PURL program. He also noted that Mark Rutte confirmed the continuation of anti-ballistic missile deliveries to Ukraine under previously established agreements.

'A productive Washington-format meeting on the sidelines of the European Political Community summit. Thank you to everyone! We covered in detail the reinforcement of air defense: producing necessary European systems and missiles, supporting the PURL program, and the potential to equip Europe with its own anti-ballistic assets,' President Volodymyr Zelenskyy emphasized.

He added, 'It is very important that all partners acknowledged that Ukraine's position is now significantly stronger. I am grateful to our soldiers.'

Significance of the Summit

Held under the banner 'Building the Future: Unity and Stability in Europe,' the summit brought together leaders from 48 states and governments. Notably, this marked the first visit by a Ukrainian president to Armenia in 24 years. Armenia is a member of a military alliance with the Russian Federation and hosts a Russian military base on its territory. Ongoing hostilities near the Strait of Hormuz have caused a pause in international negotiation processes.

The Washington-format meeting underscores the deepening support from European partners for Ukraine's security and defense needs-especially critical amid the threat of Russian aggression. The enhanced cooperation on air defense and military supplies reflects a shared commitment to regional stability. The participation of leaders from so many different nations highlights the continued prominence of Ukraine's cause on the world stage and the readiness of its allies to stand with it in its fight for independence.

In addition to Canada's commitment, Finland has also stepped up to support Ukraine, pledging $300 million during similar discussions in Yerevan. This highlights the growing unity among European leaders in enhancing Ukraine's defense capabilities.
