35 Top-Tier Civil Servants Complete Integrity Training at Ukraine’s Anti-Corruption Agency
Professional Development Program
According to НАЗК: On July 7–8, the National Agency on Corruption Prevention (NACP) hosted a two-day professional development program titled “The Role of Leadership in Building an Integrity-Driven Organization.” Thirty-five civil servants classified as Category “A”-the highest rank in Ukraine’s civil service-took part in the training. They represented a range of state institutions, including:
- The Secretariat of the Ukrainian Parliament Commissioner for Human Rights
- The Supreme Court
- The Constitutional Court of Ukraine
- The State Service for Special Communications and Information Protection of Ukraine
- The Ministry of Internal Affairs of Ukraine
- The Ministry of Justice of Ukraine
Over the two-day session, participants heard from NACP leadership-Chairman Viktor Pavlushchyk, Deputy Chairs Serhiy Hupiy and Dmytro Kalmykov, and Head of the Educational Work and Training Programs Department Iryna Tymchenko. International experts also contributed, including representatives from NATO, the Organisation for Economic Co-operation and Development (OECD), the Centre for Integrity in the Defence Sector (CIDS), and the company Ethicontrol.
Program Objectives
The training aimed to foster integrity within organizations, implement effective anti-corruption policies, and strengthen public trust in state institutions. Participants explored the role of integrity in public policy and Ukraine’s European integration process, reviewed international standards and OECD recommendations, and gained practical management tools for daily leadership tasks.
Key discussion topics included:
- Anti-corruption mainstreaming as a tool for integrating anti-corruption policy
- Developing a culture of openly reporting violations
- Effective communication of anti-corruption initiatives
- The impact of informal factors on management decisions
- Fostering integrity in the security and defense sector
Viktor Pavlushchyk underscored the critical role of leaders in shaping workplace integrity: “It is the leader who determines whether integrity becomes a daily practice or remains a formal document. Today, the level of trust in state institutions directly affects the state’s ability to resist external aggression, secure support from international partners, and build a sustainable future. We cannot afford to lose this resource-trust. It cannot be mandated by decree; it is built over years through consistency, honesty, and example from the top.”
This professional development program represents a significant step in equipping senior civil servants to embed integrity practices in their work.
The initiative is a key component of Ukraine’s broader efforts to strengthen anti-corruption mechanisms and improve governance culture in public institutions. Building an integrity-driven environment aims not only to enhance the effectiveness of civil servants but also to increase societal trust in state bodies-a critical need in the current context. Programs like this support Ukraine’s international commitments in anti-corruption and European integration.
