How the Swiridенко government created risks of resignation: Zheleznyak explained the failure

Yaroslav Zheleznyak on the government of Yulia Sviridenko
Причини, що можуть призвести до відставки уряду Свіриця: роз'яснення Залізняка щодо невдачі

The government of Yulia Sviridenko found itself under a real threat of resignation after ignoring the law regarding the timely submission and consideration of the activity program. According to MP Yaroslav Zheleznyak, the Cabinet not only violated all established deadlines but also deprived itself of the annual immunity provided by an approved program. About this, says the 'Iron MP.'

Government Program of Sviridenko: how the law was violated

Zheleznyak reminds that the law requires the newly appointed government to submit the activity program within a month after formation. In the case of Sviridenko's Cabinet, this deadline was missed by more than a month: the document arrived in parliament only on September 23, while the deadline expired on August 17.

Further, the situation escalated: despite the requirement of the law to consider the program within 15 days, the coalition, at the request of the government, removed this issue from consideration. This completely blocked the procedure, violating two laws at once - about the Cabinet and the regulations of the Verkhovna Rada.

Loss of immunity and political consequences for the government

As Zheleznyak emphasizes, an approved program would have given the Sviridenko government a guaranteed year of political protection, as the parliament cannot initiate the resignation of the Cabinet during this period. Due to delays, procedural violations, and the unwillingness to bring the program to a vote, the government practically deprived itself of this shield.

Zheleznyak emphasizes several key factors that led to the current crisis:

  • the government did not submit the program on time
  • the parliament did not consider it within the legally defined time
  • the coalition deliberately blocked the consideration
  • the Prime Minister acted as if the decision depended only on the Office of the President, not on the parliament.

According to the deputy, the resignation of the Cabinet is now actively discussed in the Rada, and it is the government that made this possible with its actions.

Zheleznyak emphasizes that the situation has become a 'a demonstrative lesson' for any future Prime Minister: the law must be adhered to, even if it seems that political support will make procedures unnecessary.
