The Stefanchuk Brothers and Their Laws: How Khmelnytskyi Influences Reforms in Ukraine

According to Главком: The analysis of the influence of the Stefanchuk brothers on the legislation of Ukraine indicates numerous legislative initiatives that have caused public outrage and corruption risks. Ruslan Stefanchuk, who holds the position of Speaker of the Verkhovna Rada, and his brother Mykola Stefanchuk, a majoritarian and head of the subcommittee, actively participate in shaping the legislative field of Ukraine. Among the most scandalous decisions is the abolition of the Commercial Code, which has become the subject of extensive public discussions.

Draft law 6013 on the abolition of the Commercial Code was passed by the parliament, but not without criticism. The Verkhovna Rada also did not approve a list of enterprises that cannot be privatized, raising concerns about potential abuses. Critics also point to the draft law on changes to the Civil Code, which has faced significant criticism, indicating potential risks in law enforcement.

Majoritarian Representatives from Khmelnytskyi and Their Initiatives

Seven majoritarian representatives from Khmelnytskyi are in the parliament, including:

  • Ruslan Stefanchuk
  • Oleksiy Zhmerynetskyi
  • Ihor Marchuk
  • Olena Kopanchenk
  • Viktor Bondar
  • Serhiy Labaziuk
  • Oleksandr Hehreha

Ihor Marchuk is a co-author of project No. 11392, which concerns the procurement of nuclear reactors. The government of Ukraine plans to purchase equipment worth $600 million, emphasizing the importance of this initiative.

However, not all legislative initiatives have been successful. Draft law No. 12414, which aimed to eliminate the independence of anti-corruption agencies, received support from 263 members of parliament but was not passed. Despite this, Ruslan Stefanchuk signed a draft law that threatens the independence of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP).

The National Anti-Corruption Bureau uncovered a large-scale corruption scheme in 'Energoatom', which once again highlights the importance of the independence of anti-corruption agencies. Other draft laws, such as 9549, envisage special rules for the alienation of lands in Transcarpathia, while the law by Ihor Mazeppa (project 12089) nullifies claims to seized property. At the end of August 2024, a law was passed banning religious organizations related to the aggressor state.

Thus, the activities of the Stefanchuk brothers in the Khmelnytskyi parliament have a significant impact on legislative initiatives in Ukraine, which often provoke public outrage and threaten the foundations of the country's legal system.

The activities of the Stefanchuk brothers and their involvement in legislation reflect broader trends in Ukrainian politics, where despite efforts to combat corruption, some initiatives provoke sharp public dissatisfaction. This underscores the need for ongoing monitoring and analysis of legislative changes to ensure transparency and accountability in decision-making processes at all levels. In the face of current challenges, it is important for Ukraine to maintain the independence of anti-corruption agencies and prevent abuses in law enforcement.
