Prosecutors File Criminal Case After Kyiv Budget Loses 1.2 Million Hryvnias to Overspending
Deputy Head of Municipal Enterprise Faces Charges
According to Главком: An indictment has been sent to court concerning the deputy head of the municipal enterprise 'Road Maintenance and Repair Department for Roads and Structures in the Desnianskyi District'. According to the case file, in July 2024, the enterprise signed a contract with a contractor for the supply of barrier-type road fencing. However, due to the actions of the deputy head, the Kyiv city budget overpaid by 1.2 million hryvnias (approximately $30,000 USD). This case highlights ongoing challenges in Ukraine's public procurement processes.
The official's actions have been classified as criminal negligence in office. In addition to pursuing criminal charges, the prosecutor's office has filed a civil lawsuit seeking full compensation for the damages. The Desnianska District Prosecutor's Office of Kyiv is overseeing the proceedings.
Separate Negligence Case at 'Kyivteploenergo'
In a related development, an indictment has also been filed against the head of a department at the municipal enterprise 'Kyivteploenergo'. She is similarly accused of official negligence related to the repair of heating networks. In this instance, during repairs to the heating system in the Troieshchyna neighborhood, which were funded by the city budget to the tune of approximately 9.4 million hryvnias, the official allegedly failed to properly perform her duties.
These cases point to systemic issues in the management of Kyiv's municipal enterprises, where negligence by officials leads to significant financial losses for the city budget. The importance of proper oversight of budget expenditures and the quality of completed work is becoming increasingly evident, as such incidents can undermine public trust in utility services and local government bodies.
