According to Главком: A corruption scandal involving President Volodymyr Zelenskyy’s closest associates is creating major roadblocks to Ukraine’s swift accession to the European Union. The National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have brought money laundering charges against former head of the Presidential Office Andriy Yermak. The allegations also target former ministers Herman Halushchenko and Oleksiy Chernyshov, as well as the president’s business partner, Timur Mindich.

Investigation Details

The scandal erupted from a probe into fraud at Energoatom. NABU and SAPO notified Yermak of suspicion in a case involving the laundering of UAH 460 million, funds used to build an elite cottage complex in the village of Kozyn, Kyiv region. On May 12, the High Anti-Corruption Court (HACC) declined to impose a preventive measure on Yermak, despite prosecutors requesting pre-trial detention with an alternative bail of UAH 180 million. The case file comprises 16 volumes, each averaging 250 pages.

SAPO head Oleksandr Klymenko emphasized the gravity of the charges. Yermak’s lawyer, Ihor Fomin, stated that ‘the suspicion against his client in the case of laundering UAH 460 million for elite construction near Kyiv is groundless.’ Yermak himself denied any connection to the Dynasty cottage complex and said:

‘I am ready to provide detailed comments only after the investigation concludes.’

EU leaders have already labeled Kyiv’s goal of rapid membership unrealistic, while representatives of the ruling party argue that the investigation proves the independence and effectiveness of Ukraine’s anti-corruption system. Critics of the current government, however, note that these revelations expose the existence of a parallel system of financial flows.
