According to Главком: Germany reduced arms exports to Ukraine to 1.14 billion euros in 2025, according to new data. Overall, the total amount of export licenses from Germany has decreased to 8.40 billion euros, which is a significant decrease compared to the records of previous years. In comparison, in 2024, the volume of approved licenses amounted to 13.33 billion euros, and in 2023 - 12.15 billion euros.
Arms exports to Ukraine in 2025 decreased to 1.14 billion euros, while in the previous year this figure was 8.15 billion euros. In the context of Germany's foreign policy, it is worth noting that under the new government, export licenses were issued for a total of 5.39 billion euros. Other countries also received significant licenses:
- Norway – 1.31 billion euros
- Turkey – 726 million euros
- Ukraine – 483 million euros
Changes in Germany's Defense Policy
Turkey, in particular, has received the highest level of export licenses since 1999. In November, German Chancellor Friedrich Merz promised to equip the Ukrainian army with long-range weapon systems. In addition, the German government plans to increase military and financial support to Ukraine by 3 billion euros in the next year. This data indicates changes in Germany's defense policy and its attitude towards military support for Ukraine.
The reduction of arms exports to Ukraine may be a sign of Germany reassessing its strategic approaches to military assistance. At the same time, the Chancellor's promise of new deliveries of long-range systems indicates the intent to continue supporting Ukraine despite the reduction in previous deliveries. These changes may have a significant impact on the military situation in the region and the strategies of other countries that also provide support to Ukraine.
