New rules for reserving employees from mobilization in Ukraine

Starting from December 2025, new rules for reserving employees from mobilization have been introduced in Ukraine, which include an increase in the minimum wage for reserved individuals and enhanced control over compliance with the limits of reserved personnel. These changes aim to ensure more effective management of enterprise resources in the context of mobilization.

According to the new rules, the minimum wage for a reserved employee will be 20,000 hryvnias starting from December 2025. Beginning January 2026, this amount will increase to 21,617.50 hryvnias. This increase is intended to encourage enterprises to comply with reservation conditions, as the status of a critically important enterprise may be revoked if 'excess' individuals are found in the lists of reserved employees.

Responsibility of enterprises

Moreover, the new rules provide for automatic cancellation of reservations in the event that the total payment for the month falls below the established minimum. This creates additional responsibility for enterprises regarding the monitoring of accruals and timely updating of data. It is important for enterprise managers to regularly check the status of their employees, control payroll accruals, and act preventively to avoid potential sanctions.

Such measures are aimed at ensuring greater transparency in the reservation process and the proper use of resources during mobilization, which, in turn, is expected to positively impact the economic stability of the country.

The introduction of new rules for reserving employees from mobilization in Ukraine indicates the government's commitment to optimizing resources in the face of military challenges.

Increasing the minimum wage for reserved employees may become an important factor that will motivate enterprises to adhere to the established norms.
