Law on the Ukrainian National Pantheon

According to Главком: Ukraine's parliament has passed legislation to create the Ukrainian National Pantheon, a dedicated national memorial site. Alongside this, lawmakers also approved in its first reading a bill introducing a new state award-the Order of Europe. A total of 287 members of parliament voted in favor of the pantheon bill. Under the new law, the Pantheon will serve as a nationwide place of remembrance honoring the most outstanding figures of the Ukrainian nation. It outlines the procedures for holding competitions related to the construction and arrangement of the site, appointing its manager, and reviewing proposals for honoring distinguished Ukrainians. The law also specifies conditions under which such honors may not be granted.

Reactions to the Law's Passage

In April 2026, President Volodymyr Zelenskyy announced the start of efforts to establish the National Pantheon. On June 28, he submitted the draft law 'On the Ukrainian National Pantheon' to the Verkhovna Rada. This move drew criticism from the Polish government. A Polish official commented:

“It is a great pity that Zelenskyy has done this. There was hope that we would improve our relations, but it now seems things will only get worse. It is important for us to protect Polish companies that want to do business in Ukraine, but Kyiv’s current policies do not help.” - Polish official

Thus, the adoption of the law on the Ukrainian National Pantheon and the new state award has sparked mixed reactions both within Ukraine and abroad.

The establishment of the Ukrainian National Pantheon could be a significant step toward preserving national memory and honoring individuals who have made major contributions to Ukrainian culture and history. However, the negative response from Polish officials suggests that implementing these initiatives may strain relations with neighboring countries, particularly amid historical disagreements. Moving forward, it will be important for Ukraine to consider the interests of all parties involved and to pursue steps that strengthen international ties.

The recent approval of the Ukrainian National Pantheon law also coincides with the introduction of a new state honor. This initiative aims to recognize outstanding contributions to Ukraine's cultural landscape.
