Pension of 3758 Hryvnias: Why Not All 65-Year-Old Ukrainians Receive It
Many Ukrainian pensioners receive less pension than expected
According to hvylya.net: Many Ukrainian pensioners who have reached the age of 65 expect a pension of 3758 Hryvnias, but in practice, not everyone receives this amount. The reason lies in two key conditions that often become barriers: official employment and insufficient insurance experience.
Expert Kateryna Kotenko reported this on the YouTube channel 'Znai.ua'.
Where the amount of 3758 Hryvnias came from
According to the expert, this figure is not random. It arose from the indexation of the basic amount of 3200 Hryvnias by 11.5%. Kateryna Kotenko called the initial amount extremely low: 'Honestly, it's a laugh through tears.' After indexation, the amount of 3758 UAH became a kind of benchmark for pensioners aged 65+.
Condition #1: You must not be employed
The first and main condition is that the pensioner must not be officially employed. If a person continues to work and receive an official salary, the state does not grant them the right to this supplement.
'The state's logic is this: if you work, you have additional income, so you will somehow survive without this supplement,' Kotenko explains.
Condition #2: Required experience
The second requirement concerns the duration of insurance experience:
-
For women – at least 30 years.
-
For men – at least 35 years.
It is important to note that the requirement for experience is gradually increasing, and by 2028, it will be 35 years for everyone. If a pensioner lacks even a few months of the required experience, they lose the right to the supplement, and their pension is considered 'incomplete.'
Injustice for those who have worked more
Paradoxically, even those who have a significantly longer experience (40-45 years) do not receive additional benefits. Their pension is equated to the payments of those who barely reached the minimum experience threshold.

What next
The government plans a large-scale pension reform that may come into effect in 2026. There is a likelihood that under the guise of changes, the supplement for 65-year-olds may disappear, and instead, a single basic amount will be introduced for all.
Currently, the expert advises pensioners to be active and protect their rights.
'Our pensioners deserve not a handout but respect. Do not be silent, always verify everything with the Pension Fund. Insist, demand, inquire because no one but you will do it,' concluded Kateryna Kotenko.
If you have reached the age of 65, are not working, and have the required experience but do not receive the specified amount, contact your local Pension Fund office for verification and recalculation of your payments.
Also, let us remind you who in Ukraine can retire earlier.
Ukrainian pensioners often receive less pension than expected due to conditions related to official employment and insufficient insurance experience. However, the government plans a pension reform that may bring changes to the payment system. It is important to be vigilant and protect your rights.
