Ukraine Celebrates National Police Day

According to Главком: On July 4, 2026, Ukraine marks National Police Day, a holiday established by a Presidential decree in December 2015. Initially celebrated on August 4, the date was moved to July 4 in 2018. This date commemorates July 4, 2015, when the first two thousand patrol officers took their oath on Kyiv's Sophia Square, a pivotal moment in creating a reformed police force following the Ministry of Internal Affairs' overhaul after the Revolution of Dignity. This reform aimed to build public trust and modernize law enforcement.

Legislative Changes and Their Impact

In the context of these celebrations, on June 10, 2026, the Verkhovna Rada of Ukraine passed Law No. 6506-1, which sets the minimum financial guarantee for police officers at 10 times the subsistence minimum, equating to 33,280 UAH before taxes. As the transition to new conditions is scheduled for January 1, 2027, the average salary for officers is expected to rise from 21,000 to 45,000 UAH. Before this law, a regular officer earned between 17,000 and 22,000 UAH.

In 2026, the subsistence minimum for working-age individuals is 3,328 UAH, which serves as the basis for calculating this new minimum allowance. After deducting personal income tax (18%) and a military levy (5%), the base salary will be approximately 25,400 to 25,700 UAH, excluding additional allowances. The seniority bonus ranges from 5% to 50% of the official salary, depending on years of service, including:

  • A 5% bonus for 1-2 years of service;
  • A 50% bonus for over 25 years of service.

Additionally, officers may receive bonuses of up to 30% of their official salary.

Housing rental compensation is regulated by Cabinet of Ministers of Ukraine Resolution No. 866, dated October 24, 2018. Raising the minimum financial guarantee to 33,280 UAH also creates a higher base for future pension calculations, a key component of social protection for police officers.

Thus, the adoption of this new law aims to improve working conditions and financial support for police officers in Ukraine, highlighting the importance of their role in maintaining law and order and ensuring public safety.

This salary increase could attract new recruits to law enforcement agencies and boost the motivation of current employees, which in turn should positively impact the effectiveness of their duties. It also reflects the state's commitment to supporting those who uphold the rule of law in the country.

As Ukraine enhances the financial stability of its police force, it is also taking significant steps to improve the remuneration of its military personnel. This aligns with ongoing reforms aimed at modernizing public service sectors.
