Automatic Renewals for Deferrals from Military Service

According to Главком: More than 90% of deferrals from mobilization are being renewed automatically. This applies both to deferrals submitted online through the Reserv+ app and to those filed via Administrative Service Centers (ASCs). The automatic confirmation mechanism covers 22 deferral categories, including individuals with disabilities, those temporarily unfit for service, parents of three or more children, and others.

Currently, 11 types of deferrals are available for online processing in the Reserv+ app. Meanwhile, Territorial Recruitment Centers (TRCs) and Social Support Centers (SSCs) no longer accept deferral applications from citizens. If the required data is missing from official registries, a personal visit to an ASC is mandatory.

Challenges and New Developments

At the end of March, Ukraine's Ministry of Defense presented draft reform proposals to a parliamentary committee. Yegor Chernev, a member of the committee from the Servant of the People faction, shared details of the concept. In response, Iryna Fryz, a member of the parliamentary committee on national security and defense, noted that

Mykhailo Tsymbaliuk, a People's Deputy from the Batkivshchyna faction and a lieutenant general of police, commented on the situation, emphasizing that

“automatically shifting unpopular mobilization measures from Territorial Recruitment Centers to the Ministry of Internal Affairs will not solve the existing problems.” - Mykhailo Tsymbaliuk

Categories for which automatic deferral renewal may fail include:

  • individuals with a father or mother who has a Group I or II disability;
  • those caring for a seriously ill family member.

It is also important to verify family records with the State Register of Civil Status Acts (DRACS), disability data in the Unified State Information System for Social Services (EISSSS), or the Pension Fund registry.

These new measures for automatic deferral extensions offer greater convenience for citizens, but they also underscore the need for proper documentation and compliance with eligibility criteria. As Ukraine navigates ongoing challenges, clear legislative organization and transparency remain critical.
