Allegations Against Railcar Factory Officials

According to Главком: Three senior officials at a railcar manufacturing plant are suspected of defrauding Ukrzaliznytsia, Ukraine's state-owned railway company, by delivering defective passenger cars and wheel sets under a contract for international service. The scheme reportedly caused losses exceeding 64 million hryvnias to the state enterprise. The deal covered the supply of both completed passenger cars and wheel assemblies for cross-border routes.

During routine maintenance inspections, cracks and ruptures were discovered in critical structural components of the delivered railcars. Expert examinations later confirmed that the steel used in production had substandard physical and technical properties. Additionally, welding work was carried out with serious violations, significantly increasing safety risks for passengers and operations.

Legal Repercussions and the Stakes for Safety

Charges have been brought against the plant's former director, its current director, and the head of its management department. Their actions are classified under Article 191, Part 5 of the Criminal Code of Ukraine. In related procurement fraud cases during 2024, authorities have already frozen assets belonging to the suspects, including 262 million hryvnias, over 1.3 million US dollars, and 754,000 euros.

The Office of the Prosecutor General stated: 'Railways are not just a mode of transport. They represent people's safety and the nation's critical logistics, especially during wartime. There are no technical errors here. These were conscious decisions, and accountability will follow.'

This case underscores the critical need for strict adherence to safety and quality standards within the railway sector.

The incident highlights deep-seated quality control failures at Ukrainian enterprises responsible for maintaining critical infrastructure.
