According to ХВИЛЯ: Ukraine's job market reached a historic peak in the first quarter of 2026, with nearly 148,000 vacancies officially recorded. Of these, 61,000 positions were successfully filled. The Dnipropetrovsk and Lviv regions led the country in employment activity, closing the highest number of open jobs. This surge in hiring reflects a broader economic recovery following a period of significant disruption.

Key Employment Sectors

The trade and service sector demonstrated the highest job fill rate. Out of 25,700 vacancies posted, 13,200 (51%) were filled. The most in-demand roles in this sector were:

  • Chefs
  • Baristas
  • Grocery salespersons

In the agricultural sector, 1,700 out of 3,400 posted vacancies (50%) were filled.

The industrial and technical sectors faced greater challenges. While 22,600 vacancies were advertised for skilled workers, only 6,900 (30%) were filled. The most acute shortages were for:

  • Plumbers
  • Electric and gas welders
  • Repair technicians
  • Electrical equipment repair and maintenance electricians
  • Seamstresses

Other sectors showed varied performance: technical office staff saw 3,800 of 8,000 vacancies filled (47%); elementary occupations filled 10,600 of 23,000 roles (46%); plant and machine operators filled 8,500 of 20,800 vacancies (41%); officials, managers, and executives filled 3,400 of 8,600 roles (40%); specialists filled 6,500 of 16,500 positions (39%); military personnel filled 218 of 634 posts (34%); and professionals filled 6,200 of 18,500 vacancies (34%).

To address these labor market needs, the State Employment Service organized vocational training for 19,000 individuals in Q1 2026. These initiatives aim to better align workers' skills with employer demands and improve overall labor market conditions. The significant skills gap in critical industrial sectors highlights a key challenge for sustained economic growth.

The overall increase in job openings signals economic revitalization and growing demand for labor, likely influenced by political stabilization and an improved business environment. However, the persistent shortage of qualified industrial workers could hinder further development in these crucial fields. The state's investment in professional training for the unemployed is a strategic move to enhance workforce competitiveness and ensure more efficient filling of vacancies in economically vital areas.
