According to Главком: Russia has removed a range of critical economic indicators from public access. This move follows a broader pattern of reducing transparency, which has become more pronounced since the full-scale invasion of Ukraine. By the end of 2025, 168 tables had been either removed or significantly shortened in statistical publications. Furthermore, the Unified Interdepartmental Statistical Information System (EMISS) ceased updating 115 indicators, signaling a clear retreat from data openness.

The publication of results from the sample survey of household budgets has effectively stopped. Statistics on the number and salaries of federal and municipal employees have been completely classified. Data on wages for healthcare workers, educators, scientists, and cultural workers is no longer being updated. Key social indicators concerning combat veterans, burial payments, juvenile crime, and the number of convicted persons have also vanished from open sources.

Consequences of the Data Blackout

A separate category of now-classified data pertains to foreign trade, including export and import volumes. This information vacuum complicates analysis of the country's economic health. The situation is further exacerbated by communication and data coordination problems within Russian occupation units following the disabling of Starlink terminals. Specialists are attempting to switch to domestic satellite communication systems, but these efforts have so far been unsuccessful. Alternative terminals provide a lower-quality signal, which prevents stable command and control of units and the operation of drones.

These changes form a clear trend: Russia is deliberately curtailing transparency to control the information space and minimize public reaction to economic deterioration. The data removed or restricted includes:

  • Household income and expenditure levels
  • Salaries of doctors, teachers, and state employees
  • Social welfare payments
  • Key demographic indicators

The situation raises serious concerns about the country's future economic stability and the government's accountability to its citizens.

The withdrawal of these key economic indicators indicates the Russian authorities' intent to restrict access to vital information that could influence public opinion and the perception of the economic situation. This reduction in data transparency complicates economic analysis and forecasting, while also heightening uncertainty among the population. Amid growing economic difficulties, such actions risk further eroding trust in state institutions and their perceived ability to manage the economy effectively.
