According to the data, approximately 90% of these funds were to be secretly redirected to the United States through a network of subcontractors and fictitious infrastructure projects, raising concerns about corruption in Ukraine's internal affairs. The publication Just the News cites the declassified report, which states that the Ukrainian government and unidentified U.S. agency staff via USAID in Kyiv allegedly devised a plan. This plan would have funneled hundreds of millions of taxpayer dollars into a Ukrainian infrastructure project, which would then serve as a cover to transfer about 90% of the funds to the U.S. Democratic Party to finance Biden's pre-election campaign. The plan included details on how subcontractors would be funded through American companies, complicating the tracking of expenditures.

In late November 2023, the Head of the Presidential Office, Andriy Yermak, resigned, and his home was searched by NABU and SAP as part of 'Operation Midas'.
Biden Family Links to Burisma Company
The history of the Biden family's connections to the company Burisma also draws attention. In 2014, Hunter Biden and Devon Archer joined the board of directors of Burisma Holdings. Days before Hunter Biden joined the board, Vice President Joe Biden met with Archer at the White House. Hunter Biden and Archer received millions of dollars from oligarch Mykola Zlochevsky. In 2020, a confidential FBI source reported that Zlochevsky placed Hunter Biden on the board so he would 'protect us through his father.'
These events were accompanied by legal scandals, including Joe Biden's pardon of his son in December 2024 concerning federal offenses from January 1, 2014, to December 1, 2024. In February 2020, the U.S. Senate acquitted Donald Trump following an impeachment trial, further highlighting the political tension surrounding this topic.
