Saakashvili Recalls University Ban by Rector Bugrov Ahead of Leadership Vote
Saakashvili and Bugrov's Dispute
According to Главком: Mikheil Saakashvili, the former president of Georgia, has recounted an incident where he was barred from entering a building at Taras Shevchenko National University of Kyiv (KNU) on the orders of its rector, Volodymyr Bugrov. This recollection comes as the university prepares for its next rector election, scheduled for May 27, 2026. Saakashvili is a distinguished alumnus, having graduated with honors from the Faculty of International Relations and International Law, which is housed in the university's yellow building. He was later awarded an honorary doctorate from KNU more than two decades after his studies.
Rector Volodymyr Bugrov, who has led the institution since 2021, is currently facing significant public scrutiny. The National Agency on Corruption Prevention (NAZK) has identified violations in his 2023 asset declaration, amounting to nearly 900,000 hryvnias. Furthermore, Kyiv's Shevchenkivskyi District Court found him guilty of an infraction related to the use of his son's 2015 Volkswagen Golf, valued at 660,000 hryvnias. A separate sex scandal has also been associated with Bugrov since 2022.
Saakashvili's Recollections
Saakashvili shared the details of his attempted visit:
“Several years ago, a few young researchers from Georgia visited me in Kyiv, and I wanted to show them the yellow building where I studied international relations and law. On Bugrov's instructions, I was not allowed in. I was told that my presence would 'politicize the process.'”
He also added:
“Upon reflection, I realized that rectors like Bugrov come and go, but the university remains the best memory of my youth. Incidentally, I heard that during his student years, Bugrov was an active informant against other students, which doesn't surprise me. It was precisely such Komsomol members as Bugrov who tried to have me expelled from the university for my political views back in 1986.”
These comments underscore the long-standing nature of the conflict between the two men and raise questions about the political climate within the university. The upcoming rector election is a key event for Ukraine's flagship university, which plays a central role in the country's academic and civic life.
Bugrov's refusal to grant Saakashvili access points to underlying tensions within the academic community, particularly with a leadership vote on the horizon. The corruption allegations against the rector may further impact his standing and the trust of faculty and students. This situation is significant for the future direction and reputation of KNU, especially amid Ukraine's broader political challenges.
As the university navigates the upcoming leadership election, the scrutiny surrounding Rector Bugrov intensifies, particularly following his recent conviction for asset declaration discrepancies. This situation raises questions about the integrity of the institution's administration and its impact on its alumni, including Saakashvili, who reflects on the evolving dynamics at KNU.
