The Path to the EU Common Market: Ukraine is developing transport infrastructure and opening new opportunities for export

According to Мінфін: A round table on the topic "Trade Ukraine-EU: between market access and integration of rules" was held in Kyiv, organized by the Institute for Economic Research and Political Consulting (IER). Participants from the government, business, and expert groups discussed ways to strengthen the positions of Ukrainian exports in 2026. The main focus was on the results of the European Commission's report on EU enlargement by 2025, which recognized the "impressive commitment to reforms" and opened the way for negotiations on the clusters "Internal Market" and "Fundamental Principles".

One of the key directions for Ukraine has been the development of transport and border infrastructure, which is already creating new opportunities for business. Deputy Minister of Finance of Ukraine Alex Kava emphasized that work is ongoing to provide Ukrainian businesses with the same opportunities as in EU countries. With the support of the European Union, the railway to Uzhhorod has been restored, and next year construction of a new line to Lviv will begin. Such investments open up additional routes for export. The government is also modernizing checkpoints, roads, and logistics terminals to increase export volumes and boost revenue to the state budget.

"We are working to ensure that Ukrainian businesses have the same opportunities as those in EU countries. With the support of the European Union, the Euro-railway to Uzhhorod has been restored, and next year construction of a new line to Lviv will begin. These are investments that open additional routes for export. At the same time, the Government is modernizing checkpoints, roads, and logistics terminals. It is important for the Ministry of Finance that such projects strengthen exports and eventually increase revenues to the state budget - this is exactly the effect we take into account when agreeing on infrastructure solutions," emphasized Deputy Minister of Finance of Ukraine Alex Kava.

What has already been done:

  • The EU co-finances 50% of the cost of infrastructure projects under the CEF program;
  • The capital repair of the M-07 Kyiv – Kovel – Yagodyn road is planned at the approaches to the "Yagodyn-Dorogusk" checkpoint;
  • Within the IDA project for the modernization of M-07, 36 million USD has been spent;
  • The EU has provided 53 million euros in grants for four Ukrainian projects under Solidarity Lanes and integration into TEN-T.

Ukraine has successfully passed the screening of all sections of the negotiation process for EU membership. The European Commission emphasizes progress in customs policy, trade, technical regulations, and the environment, which are key aspects for gaining access to the EU internal market.

Ukraine is actively developing transport infrastructure, opening new prospects for improving export conditions and cooperation with the European Union. Businesses are gaining opportunities for development, while the state ensures growth in its revenues through the expansion of foreign economic ties.
